Windsor-Essex Housing Connections is a collaborative, regional approach to homelessness in Windsor and Essex County by delivering services in alignment with the Housing First model. Housing First is an intervention where those with the greatest level of need are given priority and housing is provided with no readiness criteria. Once housed, program participants are provided multidisciplinary wrap-around supports to maintain the tenancy.

The program is funded by provincial and federal grants through a partnership led by Family Services Windsor-Essex, in collaboration with Housing Information Services (HIS) and Access County Community Support Services (ACCESS). The program was officially launched in June 2015 and includes a Housing Response Team, landlord developers, a financial counsellor, a clutter coach (hoarding specialist), and an Integrated Support Team that will serve those with the highest acuity. The program also features an Outreach Worker and a Peer Support Worker.
